One reason Robert H. Quinn jumped eagerly from House Speaker to attorney general is that he now will be running state-wide next year to stay in office. Quinn is eyeing the Senate seat now held by Edward W. Brooke. Next year's election will help him build a wider organization with which he could challenge Brooke in 1972.
