Because he had the confidence of the liberal segment of our society, when he signed on to something there wasn't a lot of second-guessing. Sheila Burke, who teaches public policy at Harvard University's John F. Kennedy School of Government and who served as chief of staff to former Senate majority leader Robert Dole, said she sees no one with the political strength, authority, or interest in bipartisan compromise to take Kennedy's place.
