Abstract (Document Summary)

IF THE CURRENT City Hall and City Hall Plaza were to be offered to a developer, there would be serious problems to overcome. Four subway tunnels under the plaza make it almost impossible to provide the underground parking needed for a major development. To demolish the sturdy City Hall, something on the order of an atomic blast would be required. Any sale price would reflect these drawbacks - and would not approach the cost of the promised architectural gem on the waterfront.
