Abstract (Document Summary)
In a report issued Thursday by the Council of State Governments, they found that Michigan inmates stay in prison considerably longer than the national average, and recommended that inmates automatically be released once they serve their minimum sentence unless they fail to complete prison rehabilitation programs, were convicted of violent crimes such as rape or murder or pose a "very high" risk of re-offending.
