According to the incident report filed by Maryland State Police, Wilson and his wife, Loni Joanne Wilson, own the pit bull. Wilson told the investigating officer that the dog was chained outside the front door of their apartment. The boy reached down to pet the dog, and it bit him in the face. Wilson told officers the dog then released the boy, but he had been "bitten severely and was bleeding profusely," the report said.
