The bill passed by the Senate Health and Human Services Committee would attach felony penalties to the possession of any product containing any chemical variation of the synthetic cannabinoids found in dozens of varieties of herbal incense, which resembles marijuana but can have a wide range of serious side effects if ingested. Greg VanDeKamp of the Sioux Falls Police Department told lawmakers that 21 students in Sioux Falls have admitted to smoking herbal incense so far this school year after exhibiting strange behavior or reporting elevated heart rates to school nurses.
