Before the storm hit, Ortley was a place where generations of families had spent their summers, where kids grew up walking down sandy streets to the beach, and afterward headed to Barnacle Bill's Arcade and Mini Golf to play games. Many residents, their budgets strained by tax increases from a Toms River revaluation that went into effect three years ago, did not have flood insurance.
