In its explanation of the bond rating downgrade, S&P stated that one of the factors it uses in rating bonds is the political stability of a government and said, "The political brinksmanship of recent months highlights what we see as America's governance and policymaking becoming less stable, less effective and less predictable than what we previously believed."
