 Abstract (Document Summary)

LONDON--When I left England 17 months ago for America the blizzard of '47 was at its height, the floods were to come later. (An English girl recently summed up the flood catastrophe for posterity by a masterly use of a great British phrase: "The snows melted, you see, and came down into the river, and well--the river just 'couldn't cope'!") The country in February 1947 was paralyzed by a disaster from which it has not yet recovered, and indeed, may not for many years to come.
