AIDS AND MINORITIES: Minorities are hit hardest by AIDS but are overlooked by prevention efforts, says a report by the National Minority AIDS Council. The council called on Congress Wednesday to reinstate $14 million for AIDS prevention that was cut from the federal budget by the Bush administration. Today, the Centers for Disease Control will unveil its latest AIDS educational campaign to help curb the virus, which has already infected 1 in 250 Americans. But its report does not mention that minorities are at highest risk. Minorities are 25% of the population, but account for 46% of those diagnosed with AIDS.
