Clinton wants $1.50-a-pack cigarette hike Tobacco deal not a priority for Congress
WASHINGTON -- The cost of a pack of cigarettes could go up by $1.50 under a proposal President Clinton will make today aimed at discouraging teen-agers from smoking.
In an Oval Office statement that culminates three months of administration review and debate, Clinton will call for stiffer fines that would drive up cigarette prices over 10 years if targets to reduce youth smoking aren't met.
But Clinton's long-awaited comments come as a proposed $368.5 billion national tobacco settlement seems doomed, at least for now. Republican leaders already have indicated that Congress won't take up the complicated, controversial agreement this year.
